Automatic balance replenishment is the easiest way to ensure a positive account balance. When you enroll in the automatic balance replenishment program, you preauthorize the Tollway to charge your credit or debit card (minimum $40) each time your I-PASS balance drops below the minimum balance threshold.

On the Road With I-PASS FAQs
First, check with your rental car company on its policy for paying tolls. Some rental car companies provide transponders. In such cases, be sure you understand how to use the transponders and how you will be charged for transponder-based tolls. Inquire about transponder availability and fees with the rental agent.
Second, if your rental car company does not provide a transponder or you do not want to use the transponder they provide, you have two options:
- Pay the cash tolls.
- Use your I-PASS or E-ZPass transponder.
Be sure to mount the transponder on the inside of the windshield, next to the rearview mirror, to help ensure that the transponder signal is received.
Review your I-PASS account activity regularly to ensure the charges are accurate.
We do NOT recommend adding rental car license plates to your account.
In the event your transponder signal is not properly read while in the rental car, there are two possibilities.
First, it is possible that the rental car company accumulates a video toll on the license plate. If this occurs, the rental car company, per its rental agreement with you, might have the option to charge you for the toll, as well as to charge you an additional processing fee, even after you have returned the car.
Second, it is possible you will receive a violation notice. The violation notice will be sent to the rental car company, which is the registered owner of the vehicle. The rental car company then has two options: 1) by Illinois law, they may re-assign the violation notice to you based on their record of who was renting the vehicle when the violations were incurred; or 2) they may choose to pay the notice and bill you themselves. If a rental car agency chooses to pay the notice and bill you themselves, you will not be eligible for the settlement guidelines.
I-PASS can be used on the Chicago Skyway, Indiana Toll Road and anywhere E-ZPass is accepted.
I-PASS is not accepted at airport parking lots and other non-roadway facilities that accept E-ZPass.
The designated I-PASS lanes on the Chicago Skyway and Indiana Toll Road are gated and located on the right. Wait for the gate to rise before proceeding.
I-PASS is not accepted in the attended lanes and discounts do not apply on the Skyway (Chicago Skyway Customer Service: 773-356-5555).
Driving in Indiana?
Not all plazas or lanes are equipped to accept I-PASS or E-ZPass, so follow directional signs on the road or visit the Indiana Toll Road website for more information. Passenger vehicles with I-PASS enjoy the same 40 percent discount as E-ZPass users.
I-PASS and E-ZPass are accepted by 14 states and 20 different facilities. Rates and discounts are set by individual facilities.

When the Indiana Toll Road Concession Company - the private company that also operates the Skyway - asked to join the E-ZPASS Consortium of toll roads in 2009, a clause was included in the agreement that allows for agencies to charge a 3 cent per transaction fee to the Indiana Toll Road.
This fee is meant to recoup the costs of providing customer services (call center support, account management, transponder mailing, etc.) to Indiana Toll Road customers, the majority of whom have I-PASS. In fact, of the 39.6 million electronic toll transactions on the ITR (includes Skyway) in 2010, 24.8 million (63 percent) were I-PASS patrons.
Ultimately, the Indiana Toll Road has opted to pass these costs on to I-PASS customers using the Indiana Toll Road and the Chicago Skyway.
Conversely, the Illinois Tollway could charge Indiana Toll Road/E-ZPass users the same 3 cent per transaction fee. Our current system does not allow for that to happen, though it is certainly something the Illinois Tollway and its Board may consider pursuing in the future as we revamp our electronic tolling system.
Effective May 1, 2012, the Indiana Tollroad has adopted a policy to charge its customers a $1.00 surcharge for improperly mounted transponders.
For safety and to ensure a successful toll transaction, toll agencies ask I-PASS and E-ZPass customers to properly mount their transponders on the windshield when driving. Waiting until the last minute to find your transponder or holding it in your windshield interferes with the transaction.
Indiana Tollroad employees will verbally notify customers when an improperly mounted transponder is identified and the $1.00 surcharge is assessed. The $1.00 surcharge will be added to the standard toll charge on customer account statements.
Free mounting strips are available at every toll plaza, oases 7-Eleven stores and at all Customer Service Centers on the Illinois Tollway. If you are in Indiana, mounting strips are available at Indiana Toll Road travel plazas and customer service facilities and cash lane attendants will have strips available, as well.

When driving through a ramp or mainline toll plaza, I-PASS users can look for the yellow and blue lights at the end of the lane on the left side. This light indicates the account status.
A blue light = successful I-PASS transaction
A blue and a yellow light = successful transaction, low balance - update your account

You also should review your account regularly, online, in person or by phone to update information.
Another way to make sure there are funds in your account is to go through a manual or automatic lane and see if the gate goes up automatically.
Drive through a toll plaza cash lane and the toll collector can verify whether or not your transponder is working. You should also check your account regularly, online or by phone to review toll transactions.
You will need to exchange your transponder for a new unit. This exchange can be done in person or by mail. Please refer to the Customer Service section for locations and hours. To exchange your transponder by certified mail, wrap it in foil, and send it with a letter requesting an exchange to the address below. A replacement unit will be shipped upon receipt of your old transponder.

Less than 1 percent of vehicles have windshields or systems that interfere with transactions using the windshield-mounted transponder. In this case, a license plate transponder (LPT) which mounts on the front bumper of your vehicle is available for the same price as a standard transponder. In general, windshields that contain metal in the glass (metal oxide) and mirrors with compass or temperature readings may prevent the I-PASS signal from being read properly. Also, windshields with the following glass features may interfere with the I-PASS signal and require alternative or exterior mounting: solar ray, solar tint, heated, heat reflected, insulated, Insta-Clear. If you are unsure if your vehicle has one of listed features, contact your car dealership.
Refer to the sample list of vehicles with special features identified by the Illinois Tollway as having special features that require alternative mounting placement or an exterior license plate transponder.
Go online, call 800-UC-IPASS or refer to the Customer Service chart for more information about obtaining an LPT.
These older model transponders need to be replaced to ensure customers continue to receive the benefits of I-PASS and avoid toll violations. The Tollway recommends that these transponders be replaced for two important reasons:
- The older transponder model is no longer being manufactured and, therefore, is no longer certified by the manufacturer.
- Our testing has shown that the older transponder model does not perform as well as the new transponders on the new open road tolling system.
Violation Enforcement FAQs
Customers should stop and pay the correct amount of money for the toll. Once you have done this, if the light does not turn green, you can proceed after waiting a reasonable amount of time. Under most conditions, it takes between 5-10 seconds for coins to be counted in an automatic lane.
When a coin machine malfunctions, violations for that lane are supposed to be automatically suppressed by the system. In the unlikely event that you receive a violation notice that includes this transaction, we recommend you call us at 800-UCI-PASS (800-824-7277) so that we can schedule an administrative a hearing and research the failed transaction.
To request a copy of your violation notice(s) or violation image(s), you must provide the following information:

Please note: The fee to have violation notices printed is 15 cents per image plus $1.00 for postage. For instance, if you have 12 violations then the cost for printing will be $2.80 ($0.15 x 12=$1.80) plus postage ($1.00). $1.80 ($0.15 x 12 = $1.80). Checks must be received before violations are printed (personal checks are acceptable). Make checks payable to the Illinois State Toll Highway Authority or ISTHA.
The Illinois Tollway does make copies of images available at no charge via email or for pick up in person.

If you had a valid I-PASS account at the time of the violations, the notice may have been issued because:
- Your I-PASS account information is not up to date – current license plate number/type or credit card information is outdated
- Your transponder may not have been in the vehicle or was not properly mounted.
You do not need to schedule a hearing. However, prior to the due date on the violation notice, you do need to pay the cash rate for the missed tolls and update your I-PASS account information.

If your I-PASS account was suspended at the time of the violations, you are liable for both the tolls and fines issued in the violation notice until you reinstate your I-PASS account. To reinstate your I-PASS account, you must close all open violations (which you can do per the Settlement Guidelines), and you must bring the balance of your I-PASS account positive.
All persons receiving a Notice of Toll Violation have the right to contest the violations by requesting an administrative hearing prior to the due date listed on that notice.
Another option is to complete an Affidavit of Nonliability form and submit to the Tollway for review.
If you are not contesting the violations, they can be paid online, in person at any of our customer service centers, by phone at 800-UC-IPASS (800-824-7277), or by mail in the form of a cashier's check or money order. Please mail your payment to:

I-PASS and E-ZPass customers who receive a Notice of Toll Violation from the Illinois Tollway, may be eligible to pay only the cash rate for tolls if they meet the following requirements:
- The I-PASS or E-ZPass account must have been opened prior to the time of the violation and the account must be in good standing.
- One of the two following conditions must be met:
- The license plate on the violation notice was listed on the I-PASS or E-ZPass account prior to the issue date of the violation notice.
-or- - The name or address on the violation notice matches the name or address on the I-PASS or E-ZPass account.
- The license plate on the violation notice was listed on the I-PASS or E-ZPass account prior to the issue date of the violation notice.
- The toll payments must be received before the due date of the Final Order of Liability. Find toll payment and settlement guidelines.
Customers who fail to respond prior to the due date of the Final Order of Liability may be eligible to pay a settlement amount as outlined by the Illinois Tollway.
E-ZPass customers must download an Affidavit of Nonliability form and mail the completed form along with the required documentation and toll payment to the Tollway.
What if my account is not in good standing?
I-PASS and E-ZPass customers who have a negative account balance must bring the account into good standing to qualify for a settlement. I-PASS account holders can add funds to their account online, by calling the Customer Call Center at 800-UC-IPASS, or by visiting one of the Customer Service Centers.
I-PASS and E-ZPass customers must include their license plate information on their account to qualify for a settlement. I-PASS account holders can update account information or add funds to their account online by calling the Customer Call Center at 800-UC-IPASS, or by visiting one of the Customer Service Centers.
Any customer who chooses to pursue a hearing and is found liable for the violation no longer qualifies for a settlement. Hearing officers do not have the authority to grant a settlement.
What if I am not an I-PASS or E-ZPass customer?
Until the date a violation notice is referred to a collection agency, a person can pay the tolls at the cash rate and the associated $20 fines even if $50 fines have been added to the notice. Find toll violation payment and settlement guidelines.
What if I can't pay my violation notice?
Customers who are unable to pay their violation fines can apply for a non-standard settlement. Customers must submit an application to the Tollway requesting a non-standard settlement. The application requests data about monthly income, expenses and other relevant financial information. It also requests a customer to provide a suggested settlement amount.
In addition to a completed application, the response must include a pay stub and may include bank statements, credit card statements, tax returns, medical bills and loan documents, for example.

Sometimes, mistakes occur and we apologize if this driver received a violation notice in error.
When a driver violates a toll, a camera takes three to four digital images of that car's license plate to make sure that we get at least one good image of the plate.

An unpaid toll occurs when a driver goes through a toll plaza without making payment. This can happen in open road tolling lanes as well as at cash lanes without gates. If payment for the toll is made within 7 days, the driver pays only for the unpaid toll.
Unpaid tolls paid after the 7-day grace period will become violations. Each violation carries a fine of $20 plus the original cost of the toll. If the violation is not paid within the 21 days allowed by law, the fees may escalate.
When you miss a toll on the Illinois Tollway, you are expected to pay the toll due for the associated plaza and vehicle classification. If payment is received within 7 days, the unpaid toll will not be processed as a violation. Failure to pay tolls can result in fines and possible suspension of your license plate and/or your driver's license.

You will need to submit the following information to complete the transaction:
- License plate state/type/number
- Vehicle make and model
- Date and time when the incident(s) occurred
- Identify road and toll plaza location(s) where the incident(s) occurred
In order to avoid the incident from being recorded as a toll violation, the toll payment form must have all the required information filled out completely and be received by the Tollway within 7 days of the unpaid toll.
In order to determine which toll you missed, you can view a Tollway map with rates by going to our map page and the link titled "Virtual Tollway".
In the event of unknown plazas or direction, toll calculations will be based on the maximum charge (per toll) on our system for your vehicle category. Maximum charge per toll:
- Passenger Car (2-axle) - $3.80
- Small Truck (2-axle) - $3.00
- Medium Truck (3-4-axle) - $4.50
- Large Truck (5-axle) - $8.00
Fleets FAQs
To ensure compliance with section 10(a-5) of the Illinois Toll Highway Act, 605 ILCS 10/10 (a-5), the Tollway will reassign violations to the person who was renting/leasing a vehicle at the time a violation occurred if the rental/leasing company meets the following criteria and follows the process outlined below:
- The company must be the registered owner of the vehicle.
- The company's rental/leasing agreement(s) must contain a provision advising the renter/lessee that they will be responsible for payment of tolls and any fines for toll evasion.
- The rental/leasing agreement must be approved by the Tollway prior to submitting any requests for reassignments. This approval is required on an annual basis (see below).
- The company must post a sign at the rental/leasing counter notifying the renter/lessee of the responsibility to pay tolls and any fines for toll evasion.
- The company must provide the necessary documentation to the Tollway by the due date listed on the Notice of Toll Violation (see below for more information).
Process for Rental/Leasing Agreement Approvals
A blank copy of the company's master agreement should be submitted to the Tollway along with a letter on company letterhead requesting approval of the agreement for the purpose of reassigning violations. Notification by mail of the approval or denial (with reasons why) will be provided.
Each year, you will receive a renewal letter requesting certification that your agreement has not changed or requesting a new master agreement be submitted for approval if any changes have been made since the last submittal. If a new master agreement is submitted, it must be approved prior to reassignments being submitted.

Once a company's master rental/leasing agreement is approved and on file with the Tollway, the following should be submitted for reassignment consideration:

605 ILCS 10/10 (a-5) of the Illinois Toll Highway Act states that, "No commercial entity that is the lessor of a vehicle under a written lease agreement shall be liable for an administrative notice of violation for toll evasion issued under this subsection (a-5) involving that vehicle during the period of the lease if the lessor provides a copy of the leasing agreement to the Tollway within 21 days of the issue date on the Notice of Toll Violation. The leasing agreement also must contain a provision or addendum informing the lessee that the lessee is liable for payment of all tolls and any fines for toll evasion. Each entity must also post a sign at the leasing counter notifying the lessee of that liability. The copy of the leasing agreement provided to the Tollway must contain the name, address and driver's license number of the lessee, as well as the check-out and return dates and times, the vehicle license plate number, make and model. The statute covers any type of vehicle leasing company truck or car rental."
Per the I-PASS agreement, an I-PASS must be correctly mounted in the vehicle in order for it to function properly. In addition, the license plate number and vehicle information should be listed on the I-PASS account to help ensure violations are not incurred. Any number of license plates can be added to your I-PASS account by accessing your account online or by completing the License Plate Upload Template with the information below and emailing it to fleets@getipass.com. Should you prefer to call our toll-free number (1-800-824-7277), our representatives can add up to 10 license plates.

Insurance Claims FAQs
The Tollway has established a process for claims of property damage to a vehicle directly related to system operations. The Tollway cannot accept responsibility for incidents where direct liability is not clear or for circumstances outside the control of the Tollway. These incidents include, but are not limited to:
- Weather-related events and conditions
- Damage caused by other motorists
- Unreported road conditions or debris
If your property damage requires urgent attention, we suggest you contact your insurance agent. The insurance company can arrange for repairs and present a claim to the Tollway on your behalf.

All claims are considered on an individual basis. The adjuster completes a thorough investigation based on all available information. You may be contacted for additional information or clarification. After a determination has been made regarding your claim, you will be advised in writing of the Tollway's decision. While every effort is made to expedite the investigation, please allow approximately 15 - 30 days for your claim to be processed. Claims are not processed without an incident or accident report from the Illinois State Police.
In most cases, your automobile insurance will cover payment for damage to property. Any billing received from the Tollway should be forwarded to your insurance carrier with instructions to contact the Tollway. If you were not covered by insurance, you are expected to reimburse the Tollway in full.
Payment can be made in the form of personal check, money order or credit card. Note the invoice number on all payments to ensure proper credit. Cash is not accepted. If you elect to pay by credit card, please call 630-241-6800 extension 4290 for further assistance. In certain circumstances, if you cannot afford to make payment in full, a brief payment plan may be offered. This is determined on an individual basis and a representative of the Tollway's Risk Management Division will be happy to discuss this payment option.
If you are liable for damages to the Tollway and do not arrange for this obligation to be satisfied, your name will be sent to the Office of the Illinois Secretary of State. In due course, your vehicle licensing privileges, as well as your driving privileges will be suspended and not reinstated until such time as the obligation has been satisfied. Your damage claim may also be forwarded to a collection agency for further collection efforts, which may ultimately lead to legal action.

Construction FAQs
The speed limit in work zones is in effect 24/7 for the duration of the construction project.
It is in place to protect workers and drivers who need to be aware of changes in traffic patters and lane configurations.
First-time work zone speeders are fined $375. Second-time offenders are subject to a $1,000 fine and the loss of their license for 90 days. Drivers should watch for signs that advise when work zones begin and end. Signs are posted a minimum of one-half mile in advance of a construction zone.
The penalty for hitting a construction worker is a $10,000 fine and up to 14 years in jail.
Earned Credit FAQs
By retaining an ECP participant, contractors/fabricators can accumulate bid credits at the following rates which may apply to future bids on the Illinois Tollway's capital programs:
- Operating engineers and structural steel ironworkers: 50 cents for every dollar earned.
- All other skilled union trades and fabricators: 40 cents for every dollar earned.
- Skilled laborers: 30 cents for every dollar earned.

Technical Website Questions
