Roadway Resurfacing Project

Project Overview

In 2016, the Illinois Tollway will complete resurfacing 21 miles of the Reagan Memorial Tollway (I-88), between Illinois Route 251 near Rochelle and U.S. Route 52 near Dixon, and begin resurfacing 11 miles between U.S. Route 52 and U.S. Route 30 in Rock Falls, to provide a smoother riding surface for the traveling public. Work is scheduled to resume in the spring and be complete by the end of the year.

In 2015, the Tollway completed resurfacing of about 17 miles of westbound and 10 miles of eastbound I-88. In addition, two ramps to and from the west at Illinois Route 251 were reconstruction and the two ramps to and from the east were resurfaced.

Construction Update (08-16-16)

Between U.S. Route 30 in Rock Falls and Chicago Avenue (U.S. Route 52) near Dixon traffic is reduced to one lane in both directions.

The ramp carrying U.S. Route 30 to eastbound I-88 is scheduled to close Tuesday, August 16, through fall for pavement and shoulder reconstruction. A detour will be posted.

Project Summary

The Illinois Tollway is resurfacing the 33-mile western segment of I-88 to extend the life of the roadway.

In addition, the project includes maintenance and repairs to the I-88 bridges over U.S. Route 52 and Illinois Route 26, as well as several locations over streams, creeks and railroads.

Roadway resurfacing work on the western segment of I-88 includes milling off two inches of asphalt pavement in both directions and replacing it with a new, six-inch asphalt overlay. In addition, the roadway will be restriped with new pavement markings.

Work in 2016 will place the remaining layers of asphalt and complete the conversion to "perpetual pavement." The first stage of this work was completed in 2006.

Perpetual pavement is thick enough that only two inches needs to be removed and replaced at a time to keep the surface fresh. Future maintenance will require removal and replacement of the top layer of asphalt only in lieu of full reconstruction of the entire pavement structure.

Traffic Impacts

Traffic on I-88 will be reduced from two lanes to one lane in each direction to provide room for the work zone during construction throughout the majority of the resurfacing project.

The shoulders in the work zone are too narrow to safely accommodate a traffic shift.

However, traffic on Illinois Route 26 will be shifted to accommodate work at the interchange.

All local roads will remain open during construction.

Purpose

Pavement resurfacing will provide customers a smoother surface, improving the overall driving experience, and extend the life of the roadway.

These projects are being coordinated with the Illinois Department of Transportation and Whiteside, Lee and Ogle Counties, along with local municipalities and police and fire departments.

The Tollway is committed to "Building Green" and minimizing the environmental impact of construction by reducing, recycling and reusing materials.

Work Zone Safety

A 45 mph work zone speed limit will be in effect on I-88 throughout the resurfacing project.
